The City of Green Bay offers the Economic Development Revolving Loan Fund (EDRLF) to support businesses owned by minorities, women, and disabled veterans.

The EDRLF is funded from excess stadium tax dollars, as allocated by the Common Council. The objective of the EDRLF is to create and retain employment opportunities in the City of Green Bay, with major emphasis on employment for persons from low- to moderate-income households.
